My sister recently got refused.

The reason they gave:

I am not satisfied that you will leave Canada at the end of your stay as required by paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/section-216.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
• Pursuant to paragraph 220(a) of the IRPR, I am not satisfied that you have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue.
• Your proposed studies are not reasonable in light of one or more of: your qualifications, previous studies, missing mark sheets, academic record, level of establishment/available financial resources, language abilities, or your future prospects and plans

In her application her tuition fee was $29,500, she gave deposit of $2000 and in total showed proof of fund of $50,000, she also showed monthly income from Business and Rent.

Her class start on September 2025. I mean if she will want to catch the September session, she has to apply now.

But her funding won't be only increased 3000 more, what should we do in this situation, should we reapply with more money, should we wait , should we defer the course till January?

And how should we reapply and is it common the reasoning of the rejection.

1. How long is program? So if tuition is $29500 and $21k then she really doesn't have enough funds. She is just showing the minimum amount. Funds need to be in her name in personal accounts. Business and rent are not funds. She wants to increase funds by 5-10K.
2. What is her program and past education? Language results? Marks? She wants to show that she was a strong student with good English skills to pass the course.

Without knowing her program, education or whether funds are in her name only it is hard to advise.

The program is 1-2 years in the Letter of offer but I think it might 1.5 year, so do we wait to increase that much money then should we defer.

She did Bachelor in CS, applied and got offer in AI, she got 7.5 in IELTS, also she studied in her Bachelor in English, has paper published.

What were her grades? Why come to Canada for an AI program and with 2 degrees. Can such a course not be done online? Did she show how she must come to Canada for the program and justify costs with higher pay when she returns? What ties did she show to return because not a Masters and chances of a job are almost nil with today's market? IRCC wants her to explain that she will return home.
