Hello!
I am a Nigerian currently studying in Europe for Msc degree I applied for a study permit to NBCC but I was refused based on this reasons. I would love to know your thoughts about how this can be done better to improve my chances on getting the visa when I reapply. Your reply would greatly appreciated.

application and supporting documentation, I have determined that your application does not meet
the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and
Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

Need a lot more information. What evidence did you give for ties to your country of residence? (Where in Europe) If you are currently a student in Europe generally ties to there are not very good as you are only there temporarily. How long has your course got to go there? What is the course you applied for? What is the length of your course? What is the course based.
 
Country of residence is Romania Studying International Business and Entrepreneurship in American University in Romania.

It's a 2 years program and it's coming to an end in September 2019. Currently in my final year.

What other information could be needed.?
 
Yes, what is the course you applied for in Canada, what length is it and where is it. When does it start? What other documents have you put in the application. Again, what evidence did you provide for ties to the country of residence? Did you apply yourself or with a consultant?

Have you got any money yourself or is your brother saying he will pay for everything. How is he going to pay? Being in a different country this is a red flag.
 
Actually the course ends in July since I'll be graduating then. But my residency is still September with an added extension period of 6 months after graduation in July.

My brother is a surgical Doctor in Dublin been working for 5years plus with a stamp 4.

Professional certification from The British Project Management Academy for project management
Bachelor degree certificate
IOTA certification Nigeria
Certification of completion guest courses for international marketing (San University Francisco state university USA) , cross Cultural management (toulse business school France) and psychological operation (liberty university USA)

He has over 30,000 euros in Bank statement as submitted and yes he plans to pay for my stay as he also did for my current schooling. I also have money for my self but not a very large sum at the moment like 2000 dollars. So he's paying instead

No, house contract here in Romania it's on rent where I live in.....

I believe its unconditional it only says the letter of acceptance expires September 9th

LETTER OF EXPLANATION
I have taken a thoughtful care in choosing my academic program, the Institution as well as my study
country because this will lay a great foundation in achieving my dream and goal in life. Hence my
choice to study international business management in Canada and at New Brunswick Community
College.
I have chosen to study in Canada, as it has developed a first-rate education system with high standards
with a testament of outstanding quality Education. A study degree in Canada is well-regarded in the
business, government and academic fields across the globe. From several testimonies, Canada has the
reputation to be a peaceful, safe and orderly country with excellent multi-cultural study environment.
My interest rose during my exchange program in France at BBA INSEEC Bordeaux I decided to take
an additional diploma in business management, to know why people behave the way they do, what
the origins of their behaviors are and how well this can impact the society and business world in
general.
I wish to see myself not only completing this program but to also return to my home country, Nigeria
and become a leading professional in my field. Therefore, I have chosen to study in Canada with the
full support of my parents and brother and I promise to make them proud by being an excellent
student in my chosen field of study and becoming an outstanding student by graduating with flying
colors.
My proposed study plan in Canada will be fully sponsored by my brother and has thus made
all necessary provisions regarding my studies. I promise to be of good conduct both morally and
academically during my stay in Canada and shall abide with all laid down policies and regulations.
I will be grateful if my application for a study permit is duly considered and granted.

Your letter looks good. The finances are not really enough. Even though he has 30,000 euro's in his bank account, he has to pay for you and his family off that. You may want to indicate his salary as well, but given you only have $2000 it's not enough. Have the course fee's been paid? How does he propose to support you, is he going to transfer money every month? Is hr going to transfer a large sum?

You may want to apply for notes which take about a month to get a more detailed reason for your rejection, but in my opinion I think the finances are a big red flag.
 
But in the reason for refusal finance wasn't stated as part of the reason for refusal. According to the visa application center an applicant should have tuition plus 10,000CAD and the total tuition for the program is 9,100. Which they deemed sufficient.

The course has not been paid in fully yet I was asked to pay acceptance deposit pending when I get visa I can make full payment by the Institution.

Yes he's going to make payment for the remaining tuition and also support me monthly when am in Canada.

Now based on the circumstances surrounding this what can I do differently to have a better chance since they said I can re apply.?
 
Put in more information about the payments. Specify he is paying you monthly and what amount. You have to get some more savings if possible as this would help. Sometimes the reasons can be very generic. I would suggest applying for notes before reapplying.
 
There may also be a concern that you are going from studying a BBA in France, to what I assume is a postgraduate diploma in IBM in Romania, to a community college in New Brunswick. Without being too rude to my compatriots in NB, a community college there is a significant "step down" for someone in your position. Community colleges are sometimes the lowest rung on the educational ladder in Canada, offering admission to anyone (they are more stringent than this, it's just the perception of them).

I know your SOP addresses study in Canada, but a visa officer may question why you are studying at this entrance-level school for a low certificate for diploma, and it may indicate that you are a planning on using the permit as a way to get to stay in Canada.
