Hi the current processing time for Pakistani students is 4 weeks. Is this a good thing or bad thing? does it mean more rejections? can someone walk me through this

This is average processing time (includes both approval and refusal time). This means that the majority of the applications are refused and are refused within the first three weeks of applying. Because of this the average processing time has decreased. I too applied in October and i am still waiting. The processing time was 3 weeks when i applied and stayed that way for quite some time. The approval time is 2-4 months for Pakistani applicants.

This is good in a sense that if they want to refuse, they'll do so early and your time would not be wasted.

Having said this, the reason they refuse majority of application is that many students are not genuine and the files are incomplete. They are also unable to prove that they will return back to their home country and have weak ties. If you are a genuine student and prepare your file well, then Insha Allah you will get your study permit approved.
