No. You need a study permit to study IN Canada - in-person or online.

Got it. The study program starts in October, and received the official acceptance letter. How can one still go and study if the study permit takes 3 months to process?

You can study online in your home country, if online is an option. Time outside Canada will not count towards PGWP.
