I am applying for one of my friend s son, who is 9 years old.I am living in Canada as a citizen. As a minor child, does she has a good chance of getting study permit?what is our challenge and concerns about getting a visa?
So who is going to register as the child’s guardian/custodian given the parents would have no rights to accompany the child on a study permit. Plus of course international fees will likely be payable.

Parents will need to demonstrate that they have sufficient funds to pay for the child's education in Canada. If the child attends a public school, tuition will be around $15K per year - it will be more if it's a private school. They'll also need to demonstrate that they have $10K in funds available to support the child's living expenses annually. So as a minimum, they'll need to show available funds of at least $25K (far more is better) - along with income statements / tax returns to show the sources of this income. Whether or not the child is approved will depend on a number of things including the finances the parents are able to show, the child's country of origin, the reasons for sending the child to Canada to study, etc.
