Again, no.

That rule only applies if you actively pursued studies in Canada. You haven't done that. You never started your studies. This is why you need to get a new study permit.

IF you had instead completed a semester of studies with your original school, then you could have switched to your new school just by notifying IRCC.

However you didn't do this. You're not actively studying. You need a brand new study permit.
