Hi, so I'm looking for some advice as to how screwed I am. So I'm formerly an American student at a big Ontario university that just graduated this week. I was not sure when I would graduate when I got my last study permit back in July because there were some credits transferring over and it was unclear if they would count as breadth requirements. They end up counting and I was eligible and did graduate this week. But my study permit was only valid until the end of the summer semester, at which point I did stop studying. Now today at the border they won't give me a pgwp because I do not have a valid study permit now, event though I only studied when I had a study permit. I'm not sure what to do...
 
They were right to refuse your PGWP at the border. You need to be holding a valid study permit in order to obtain a PGWP - this is a base PGWP requirement that is covered extensively on the CIC web site. No valid study permit = no PGWP.

You need to obtain a valid study permit again before you can qualify for a PGWP. You should have applied to extend your study permit before it expired. But it's too late for that now. So it looks like you'll have to apply for a new study permit and explain that you just need it to apply for your PGWP. I would hurry. As I'm sure you're aware, you only have 90 days from the time you complete your course to apply for a PGWP.

1. It is unlikely that the OP would get a new study permit in that s/he has already graduated. It would have to be for a new course of over 6 months, and then the PGWP would be for the time of that study permit. IRC (CIC) would not add the two courses together.
