My son has been accepted at one of the secondary schools in Toronto to complete his Grade 12. We as parents are settled in the UAE and our son will be staying with our family in Toronto.
1. As he is still a minor, is he too, required to submit a letter of explanation to obtain a Study Permit?
2. Can my husband or myself apply for a visa along with him, to travel with him as his guardians?
 
1. He needs a Canadian guardian. All the information is on the website when applying.
2. You can try but not guaranteed.

When does he start he studies…next year?

He starts in Feb 2022..and has my family as his custodian there. Was just wondering if either of us could travel with him to get him settled since he's still young.
Any idea if we would need to submit a letter of explanation along with his study permit application. Couldn't find anything on the website for minors.

Given that he is not even completing a full school year in Canada and the last year of high school his studies in Canada do not make a lot of sense. Not sure how IRCC will view uprooting a child to finish half of grade 12 in Canada if your family is currently settled in KSA. Assume that may make it difficult to get a study permit. If he is studying in KSA in an American international school or another school the curriculum would not match the Canadian curriculum. If he wants to go to university in Canada it would make much more sense for him to finish his studies at his current school and in the current school system. Switching schools mid year in grade 12 will be very difficult and will likely lead to decreased marks just because it is such an adjustment. You or your spouse can apply for a TRV. No guarantee that it will be approved. Would only apply for one of you to increase your chances of approval. Assume you don’t come from a visa exempt country.

You can try to apply for TRV but not guaranteed. You need to show strong ties to your home country.
