If someone who intends to enter Canada to study has MS (Multiple Sclerosis), can she obtain a permanent residence (work permit) after completing her education? She is currently taking 2 Tecfider (Dimethyl Fumarate) daily

I have heard that those whose medication costs more than $ 20,000 a year cannot afford permanent residency.

There is an excessive demand Policy of 20k per year that is considered with any application. A google search prices this drug at approx 23k a year so in excess.

Has the individual given condition and daily medication needs tried to apply yet for a study permit ?

If you can't prove that your care will not exceed the threshold then you'll be denied. You can certainly attempt to apply for PR and if you get a PFL would hire a lawyer for your best chance of approval.
