If someone who intends to enter Canada to study has MS (Multiple Sclerosis), can she obtain a permanent residence (work permit) after completing her education? She is currently taking 2 Tecfider (Dimethyl Fumarate) daily

I have heard that those whose medication costs more than $ 20,000 a year cannot afford permanent residency.

If you can't prove that your care will not exceed the threshold then you'll be denied. You can certainly attempt to apply for PR and if you get a PFL would hire a lawyer for your best chance of approval.
