Student visa refusal case

Hello friend... My name is abhishek and my application for study permit is refused on 28 Jan please help me in deciding that I should apply again or not .
this is reason of my refusal ...
Your proposed studies are not reasonable in light of one or more of: your qualifications, previous studies, missing marksheets, academic record, level of establishment, language abilities, or your future prospects and plans.
My IELTS score card is 7
And 66 percent in diploma and 2 year gap .

Matriculation 74 percent + 2 50 percent diploma in lab technology 66 percent 1 year IELTS 7 band over all 6 each only one and half year gap
