Hi Seniors!
I am an international student studying since last 10 months. My spouse applied TRV on October 2009 and was rejected stating that "you have not satisfy that you will return back after your visit" and "not enough fund to support".
Last week she again applied for TRV and was rejected again. This time it states "you have not satisfy that you will return back after your visit".

After reading some post here and contacting one student, he suggested me not to apply TRV again in any case. They will reject it. Instead he advised me to apply OPEN WORK PERMIT that allows spouse to work and doesn't required Labour Market Opinion.
So I have thought to ask her to apply OWP saying that we both intended to stay here until completion of my study.

So guys any suggestion and advise?? I am really confused :-\
Thank you

She still has to apply for a TRV as well as the OWP.

Hi Thanks for your reply.
Have a look on this:

• Spouses
Spouses and common-law partners of certain foreign workers and of certain foreign students who are currently studying or working under the Post-Graduation Work Permit Program
○ Spouses of certain foreign students may obtain a work permit without having to obtain a labour market opinion from HRSDC. This exemption applies to spouses who are not themselves enrolled in full-time studies.
○ Eligibility criteria: To be allowed to work in this category, you must prove that you are the spouse of a student who holds a valid student permit and who is studying full time at a post-secondary institution—a university, a community college, a CEGEP, a technical or school of commercial studies—that is financed by the private or public sector and authorized by provincial law to award university degrees.

Once she applied for OWP, she will be granted TRV automatically which allows her to travel to Canada. (Once she is arrives in Canada, she will be provided with a OWP documents). I have received this information as well.

Anyone any thoughts! Thanks.....

You are fooling yourself, they know you are student in Canada, if they won't issue a TRV, there is an extremely good chance that an OWP and TRV won't be issued.
