I am not sure how to answer u. I been in the same situation and my feild required licence , i couldnt get licence until i get my PGWP. Therefore, I couldn't work while waiting for my PGWP. So had to call cic but each time they answered me everyone has a different answer. Had to wait six months until I got my PGWP .
As far as I know I think u could work not surenbut doesn't count as you Candian experience class experience.
