Stolen CoPR before landing

Hi,

I hope you can provide me guidance with the following :

My friend who is currently on a temporary working visa received her CoPR.
She went on vacation to Mexico in order to complete her landing on her way back. But her CoPR (along with her passport, and her money) got stolen there!! Furthermore, her partner who already had a PR card had his card and passport stolen too!

What is the next step, what are they supposed to do?

This sucks......

Report to the police.
Contact the embassy of their country of origin and obtain some type of temporary travel document.
Contact IRCC to report stolen immigration documents.

Is her work permit stolen as well? If they can't travel back to Canada, they might have to travel back to their own country and sort things out from there.

Does she require a TRV to travel to Canada?

The partner needs to get a new passport and then a PRTD.

Her partner will need to apply for a PRTD to fly back to Canada. Alternatively he can fly to the US and then re-enter Canada by land.

She requires an electronic Travel Authorization in order to travel to Canada which is I guess linked to her lost passport.

I was reading the following article : https://www.cbc.ca/news/canada/toronto/permanent-residents-card-lost-citizenship-1.4975914

I guess it doesn't bode well for them u_u
So she needs to apply for a new passport and a new eTA. Fairly simple. When she arrives in Canada, she can explain the situation to CBSA and ask if they can print her COPR so she can land.
