What are the steps involved after medical passed and biometrics completed? How long to wait before a decision is made?

Next step is to wait patiently.
It could take anywhere usually between 2 to 6 months (or more) to receive a decision based on a complete application.
If it's negative, it happens very soon in the process, usually in the eligibility and completeness checks, which take place right after medicals.

Looks like there is no change at all in my application status since my last post. Online status shows I have 28 days left. Should I still wait or is there any way to ask them what's going on?

There is always a possibility that there would be no update at all until the 6 months mark, and even a few days after that. You can call to inquire about your application, but if you ask why hasn't it been approved yet, they'll tell you you're still within processing times.
