If your stepdaughter is a PR and an adult yes she can invite her mother to visit and she can also try to sponsor her mother through parent and grandparent sponsorship program once she is older if she meets the requirements for the program, gets selected, etc. There is no guarantee that she will ever be able to sponsor her mother for PR. Even if there are no changes to the program the demand far exceeds the amount of spots. It is also taking up to 3 years to process the application if selected.
