My sponsorship application status was "Decision made" as accepted on April 27 th 2012 ; but the Permanent Residence Application Status is still "Application Received" on January 27th of 2012 . should it not be saying "in process" by now?

Mine was received Jan 17, 2013 and it's not in process either.
Some people have reported they got PPR/COPR without it ever saying "In Process."
The Decision Made is most likely for the Sponsor Approval.

Your previous post says you have applied through Singapore and received sponsor approval in April 2012. Processing time for Singapore right now is 26 months from the time of sponsor approval, so you still have until June 2014 to wait. The PR status most likely will not go "In Process" until much closer to that date, probably not until at least 2014. Don't be worried about not seeing it right now
