Status: On Hold ??

Hello all, hopefully someone can explain this situation.

My case status is: On Hold

I`m a 2015 July 14 applicant, inland, PNP from Labrador.
Medicals done ages ago.

CIC requested some PCCs which I failed to send back in time because of the FBI 3 months processing time, so they put my case on hold. That was back in 2016 July. I called CIC yesterday, and my status is still the same, however the lady told me the security check is in process.

I checked mycic, and both are there:
Status: On Hold
Medicals: done
Security Check: in progress

My application processing time has passed 18 months!

What can I do?
