Statement of Marks Not Accepted by WES. Need Help

Hi All,
Need expert guidance about submitting documents to WES.
Below were the documents sent to WES for verification

For my case semester 1 marksheet was issued by my college and not by University. Semester 3,4,5 & 6 Semesters marksheets were issued by college as well. Semester 2,7 & 8 marksheets were issued by university.

First time, I sent envelope to WES with:
semesters 2/7/8 attested by Mumbai University (Kalina) and semester 1/3/4/5/6 attested by my college.
-->Statements of marks not accepted by WES.

Second time, I sent envelope to WES with:
Took transcripts from my college and attested all semesters (1 to 8) marksheets and transcripts by University (Churchgate). The envelope included all marksheets and transcripts.
-->Statements of marks not accepted by WES.

I received below response from WES for both times.

Statement of Marks, Bachelor of Engineering, 1994
Not Accepted

Reason: Document was not received in accordance with WES stated document requirements.

Instructions: Mark sheets for year 2 and 3 of your study program (semesters 3-6) may be issued and attested by the college you attended. Mark sheets representing year 1 and 4 of study must be issued and attested by the University of Mumbai.

Has anyone faced the same issue? Is it because of the my 1st semester marksheet which was issued by my college and not University? what was the solution? Please help.

What is your status with wes applicatiom right now?
Did it get approved?
