Hello,
I have submitted my spouse PR file(added her file into my currently processing CEC file) last year waiting for an update for a year, Nothing

Now, Can I apply for my spouse's work permit? I am working as NOC Class A job.
My bridging work permit is about to expire (less than 3 months- applied for new)
does this impact on the application?

I applied for my spousal PR application outside he got his Aor, medical passed and biometrics passed but file is still in process, while PR file is in process he got visitor visa and now he is in Canada on visitor visa and we update cic through webform for his canadian address that he is inland. So, my question is upto the time file PR application under process can we apply for spousal open workpermit inland ?

No. If you applied for family sponsorship outland, it stays as outland. You cannot apply change your outland application to inland and apply for an OWP.
You should update the address of the PA once he/she is inside Canada and that will change the COPR/landing process.

Outland and inland is a slight different process. Some couples apply via the outland sponsorship when the PA is actually inside Canada (traveling/ living situation...etc)

But unless you want to withdraw your outland application and reapply inland, you cannot apply for an OWP.
