spouse sponsorship need help pls

This question is for my actually for my brother...He wants to petition his wife who is currently in Dubai. So my brother is a Canadian Citizen, he just came back to Canada recently because he went to the Philippines to study. He met my sister in law in the Philippines but she went to Dubai to work. They have a daughter that was born in the Philippines so currently the baby is residing in the Philippines and my sister in law is working in Dubai. here goes the questions:

Where will he submit his application for sponsorship? Dubai (his wife is in there working) or Philippines (her country of citizenship)?
Is my niece a Canadian Citizen because she was born with a Canadian Citizen father?

They can used Visa office Manila for their application once your brother approved as sponsor cic in Mississauga will forward the file/application to visa office they choose, Abu Dhabi wil do but it takes longer to process over there. And he can include their kid in the application.

his application is kinda complicated. is the baby a citizen even though she was born in the Philippines? she was born with a canadian citizen father and a filipina mother.

Yes! Apply for proof of Canadian citizenship via the Embassy or consulate...takes about 3 months...
