I became a PR in 2017. I am going to India in October 2017 for my marriage and will be back in February 2018. Can I apply for my husband's PR and work permit after I return to Canada in February? Or will I be not eligible to sponsor my husband as I was out of Canada for five months?

You can apply for sponsorship when you return in Feb. However, unless your husband comes with you and you guys apply inland, he can't apply for an OWP.
Yes - you can apply to sponsor your spouse once you return to Canada. You'll need to remain in Canada while the PR application is being processed. Occasional short trips (e.g. 2-3 weeks) outside of Canada are OK.
