Spouse sponsorship and some other questions

Hello, I wanted some info regarding spouse sponsorship regarding my parents.

- My Mom is a PR in Canada from Aug, 2012 but currently living outside Canada.
So, can she apply for my father. Does she need to work her to apply? What if she shows enough money in the Canadian bank account to sponsor my father?

- Besides this, My Mom was sponsored by my Sister. I heard family sponsorship to Canada will open again on January,2014. If that's true can my sister sponsor again for our Father, or she has to wait for some time?

Why was your father not included already in the sponsorship application for your mother? Or was the father included in the app as non-accompanying family member?
