Spouse rejection twice

My spouse have applied for Open work permit last year and his application has been rejected and last week we applied for His TRV and again got rejection by giving reasons of family ties in Canada and country of residenc( INDIA). and other reason travel history .
I am on Post graduate open work permit.
Can anyone please me regarding this. what should i do now to get my spouse to Canada.

TRV is not the appropriate visa. He should be applying for an SOWP if you work in NOC 0, A or B and 3 pay stubs.
