Spouse Open Work Permit - online application

Hi,
I am a Post graduation work permit holder, and my wife and daughter are living in India. I would like to apply for a spouse open work permit. I have registered account with Cic my account on her name. Can i apply online even though she is not in Canada? I would appreciate your help in this.

yes, if the wizard said she eligible, you can apply online even if she not in canada
