I am a student, and I have sponsored my spouse, and she got an open work permit and is currently working on a NOC B job for an year. Is she eligible to apply for PR as a primary applicant, and can I be a dependent?

btw. you did not sponsor her. You applied SOWP for your spouse.

Anyway, what you've described is not family sponsorship. Try to find out if your spouse can apply. EE PNP ...etc. But not family sponsorship.
Your spouse needs to include you as her dependent in her application.
