Thank you for your interest in working in Canada. After careful review of your Work Permit application and supporting documentation under the International Experience Canada Program, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the limited employment prospects in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your current employment situation. •
I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your personal assets and financial status.
• you have not submitted sufficient evidence that your spouse is indeed a full time student at a qualifying educational instituion in Canada.
It sounds like the word IEC is just an clerical mix-up and you got refused for SOWP. You can either email for clarification or have your wife call IRCC. She should call first thing in the morning because you have to wait on hold for a long time. You will have to wait for up to a few weeks if you want an email response. Ordering the GCMS notes may provide more information as to why you were refused.

She should call first thing in the morning because you have to wait on hold for a long time. You will have to wait for up to a few weeks if you want an email response. Ordering the GCMS notes may provide more information as to why you were refused.
