My case is Im already in WPG,MB as a permanent resident. I arrived last November 2017.
And I will get married in January 2019 in the Philippines. My Fiance is still in the Philippines.
I would like to bring him with me in Canada after the wedding "right away".
Our relationship is now at its 6th year and not living together in the Philippines (when i was in Phils).

What are my best options to get him a PR under me as the principal?

Im thinking that I should get him a Tourist Visa first, then when he's here I will apply the Spousal Visa (i dont know how it should be called XD) but how long will it take?
*the negative part is that he cant work while he's here as tourist :c

Hello Joan,

Spousal visa wont be an option until you are married or you have co-habited for a minimum of 1 yr. Your best route is TRV if you want to get him after the wedding. TRV usually is being processed within 10-25 days. I know people who have worked while on Tourist Visa.

Note that with a Canadian PR spouse, his chances of TRV approval would be low. He should apply before the marriage and submit a super strong app. It may still be refused, which would leave outland sponsorship as the only option.

If he can get a TRV approved, then after the wedding you can apply for his PR using INLAND method when you are both in Canada, along with an Open Work Permit app. He would get the OWP after approx 3-4 months, and can then live & work in Canada while PR app is processing.

If TRV is rejected, then you will be forced to apply for his PR using OUTLAND method while he stays in Philippines. Since you're a PR, you must be living in Canada to submit PR app and while it's processing. So this means you may be separated for around 1 year. Only short/temporary vacations outside Canada would be allowed while his PR app is processing.

Note that with a Canadian PR spouse, his chances of TRV approval would be low. He should apply before the marriage and submit a super strong app. It may still be refused, which would leave outland sponsorship as the only option.
So when is the best time for him to apply for TRV?
I will go back to my home country in December of next year for our wedding.
Should it be processed ASAP? or maybe mid next year?

BTW, he has brothers in BC, can he apply for TRV thru his brothers as I think I cant be his sponsor for now?
and if yes, can he travel here in Winnipeg?

It is illegal to work in Canada while here as a visitor.
i technically know of that.. im just looking for other options for him to work since he will be my spouse when he gets here.

If the person who will invite my fiance for tourist visa is in British Columbia and his point of destination is here in Winnipeg MB, is it okay if he will live here during his stay as a tourist?

His sponsor will be his brother, the visa will be applied as a family as they will go to BC in May, but my Fiance will not be with them. Im just securing him the tourist visa because I know I cant provide it to him as the probability of getting declined is very high.
He will travel with me by January 2019 after the wedding.

Why would you risk that? If immigration ever finds out it could be grounds for serious repercussions and refusals of visas and PR Status. If you bring your husband over on a TRV and do an in-land application you can also apply for an open work permit. This usually takes about 4 months to process and will grant him the right to work.

Working illegally in Canada can have some very serious repercussions and it's a risk I'd not be willing to take.

Sorry, I can't really advise you on that. What I do know is that misrepresenting oneself on a visa application is also grounds for a CBSA officer to refuse entry and could even land your husband an exclusion order.

Canadians don't "sponsor" people for TRVs, they simply invite them and can indicate they will help support them financially while here. The basis of TRV being accepted or denied will ultimately be on the case of those applying for it.

However a TRV does not guarantee you entry into Canada or for any specific amount of time, basically the TRV approval just gets you on the plane to come to Canada. Once at the Canadian airport immigration, CBSA can examine your case for entering Canada as a visitor and decide accordingly how to proceed. I have no idea if they routinely review the actual TRV application you would have submitted, but if they did notice your going to an entirely different city and staying with/being supported by an entirely different person, could look suspicious. Or perhaps they won't care and will just waive you in. He must of course be honest with all questions asked by CBSA, and should not lie that main purpose is visiting his brother.
