Spousal Sponsorship - PCC

Hi,

I am in the process of applying for my Spousal PR, is it possible to submit my Spousal PR application without PCC as BLS says it will take a minimum of 8 weeks to PCC.
And then can I submit the PCC at a later date when I receive it.
