My background check started in January as well.

AOR2 Received- 4 July LVO
Prearrival service- 16 August
Passport Request- 23 August

2) Medical and Biometrics - March 2019
3) FIle Transfer to LVO - July 8, 2019
4) Pre Arrival/DM on ecas - Aug 16, 2019
5) Passport Request - Aug 23, 2019

They check eligibility of pa, background check... if was not done before, also ask for medical and biometrics. Sometimes if have some concerns interview.
At the end, decision made and passport request.
