It's been 4 weeks that I send file to Mississauga office and did not get any file number yet.

Any idea why delaying?

But it will take around 9 - 10 months.

Yes, when I sent my application I was thinking the same way.
But they will send the AOR closer to sponsorship approval time so you should receive within 2 months time.

i also did not get any file number yet but they give me only client id???

File number will be in your SA letter. It's your application number that starts with "F".

You can use both. In case of file number, use the details of applicant instead of sponsor. Moreover, LVO will use the file number in their email subject to communicate with you.

i have one question that .....
i applied in march 2013
file transfer to London feb 2014
re medical feb 2015
CASE IN PROCESS in jan 2015 but no DM till now
u know that time period for pakistani spouse is 40 month now
but london time line is 28 month
my case is transferred from PAK to london
i have passed 25 months total and case in process for 3 month
now I have question that my process will finish in 28 months or 40 months

Since your file is in London to processing time of London will apply with is 28 months.
