Spousal Sponsorship Inland ; Police Check and Fingerprints?

Can someone help me out here?
Am I right in reading and understanding this right?
If I'm applying from withing Canada for Spousal Sponsorship I don't need a Police Check done and I don't need Fingerprints done?
I have been in Canada for the last 10 years on Either a Student Visa or Visitors Visa. I have been in other countries for less than 6 months at a time in the last 10 years.

If you came to Canada before turning 18 and haven't lived at any other country for more than 6 months after turning 18 then you don't need Police clearance. However, if you have been traveling frequently to a country then they might ask for one. But, even in that case you don't need to get one in the beginning stage of your application; they will ask for it.
