I am a Canadian citizen/resident planning to outcountry sponsor my spouse from the UK. She has no dependent children. The forms are full of references to providing proof of my financial capacity but in only one place (page 6 in the 3900 Guide) can I find anything saying that I do not have to provide any proof of financial capacity...... such as a CRA Option-C printout.

In my circumstances is it correct that proof of financial capacity is not needed?

Yes, so long as you haven't been on "social assistance" for some certain length of time, an "Option C" printout (original) is ALL that you need.
 
Is that for Outland as well? I know inland requires Option C
