SPOUSAL PR AND OPEN WORK PERMIT

Hi,

Me and my husband are in Canada now. I am on PR and my husband is on close work permit.
We want to apply for his PR and open work permit. Where should i start ? I am trying to open the application to be filled but none is opening from the CIC site.

Clicking on the link under step 1 takes me right to the page to get the application package, so you must be clicking on the wrong link.

cic site is opening but NOT the PDF.

What all are the documents that I should prepare as a sponsor and for the applicant ?
