Spousal open work permit query

Hi,
My wife got stamped on passport,they didn't give any visitor record, is it enough to try at flagpole for open work permit?
I have applied online for open work permit. Even though can I apply for flag polling?
If we need visitor record, then can I apply for visitor record parallelly?
How much time it will take to get visitor record if we apply online?

I am waiting for Ecopr since 27 Aug. i have also applied for work permit in the month of june .. 6th June.. now I am on TRV in Canada..
Can i go on border to proceed my work permit??
