I'm sorry, but visiting Canada consistently will not make you a "resident".
Resident means Canada is where you live permanently, have a lease, a job, pay taxes like other Canadians and PRs that live in Canada.
One of the requirements of CIC is, that they look for Tax assessment letters (from Canada Revenue Agency).which is issued after filing tax-returns.
How are you going to show you have your own address/apartment, etc and are paying taxes here and working here ? Employer name/info is noted on the CRA Tax papers.
CBSA/CIC have access to US-CBP system. They can find your entry/exit dates from USA. The databases are shared between the immigration agencies from both countries, both have access to it. So your "business trips to USA" will be found out by CIC. They will know.
Sponsor your spouse AFTER you have moved here, whenever that is. Can't live overseas and sponsor people to Canada.
If you decide to still do it, you will likely get refused, perhaps a flag in the system for future which will guarantee extra checking, and when CIC finds out you're not in Canada, could possibly charge you with misrepresentation. And that can have very serious consequences, including but not limited to, a revocation of your own PR status. (all depends on how CIC goes on this)
Do you seriously want that? Have some patience, do it the right way at the right time.
Can't have your cake and eat it too.
