Hello! I am newly married to a Philippines National and we are both working and residents of the United Arab Emirates (UAE) in Dubai. I am a Canadian Citizen, non-resident and my wife is now pregnant. My wife had a temporary one year visit visa to Canada which expired in 2012 which we used to visit Canada on holiday last year. Our marriage is registered in both the Philippines and UAE. We have no immediate plans for returning to Canada, but I have the following questions, and am unclear after reviewing the sponsorship requirements on the GIC.GC.CA website.
1. Will our child be eligible for Canadian Citizenship through the Embassy in the UAE once delivered in Dubai? Or will our child need to be sponsored?
2. What exactly are the steps that we have to take to sponsor my wife? I have read that we have to prove intent to reside in Canada once the spousal sponsorship is approved, but is this the only way? Can we process an application for her Citizenship without residing in Canada? We are able to prove that we have been living together for over 2 years abroad, and we eventually do plan to relocate to Canada but not immediately.

I have a million questions now that I'm married with a baby on the way, but any input I could receive to the 2 above would be greatly appreciated! Thanks in advance!
 
1. Yes - your child will be eligible for citzienship. However the application will have to be mailed to Canada - not your local embassy.
2. The steps for sponsoring your wife are outlined here: http://www.canadavisa.com/canada-immigration-discussion-board/spousal-sponsorship-t46995.0.html. You will be sponsoring her for permanent residency - not citizenship. For citizenship she will have to physically live in Canada for three out of four years AFTER becoming a PR. As part of the original application package, you will have to submit proof that you plan to relocate to Canada as soon as her PR status is approved. If you do not plan to relocate in the immediate future and have no proof to provide, you may wish to hold of applying until you are actually ready to move.
 
Regarding #2, I'm pretty sure you'll have to provide strong intent to move back to Canada in the near future (and proof that you will have income/funds to support your wife in Canada). I don't think you will be approved as a sponsor until then.

Just to clarify, how did you get your Canadian citizenship: born in Canada, naturalized in Canada or born abroad to a Canadian parent?

If it is either of the first 2, then yes, your child will be a Canadian citizen. As soon as s/he is born, you can apply for the Certificate of Citizenship.

But if it is the third, your child will not be a citizen and will need to be sponsored. Once the child arrives in Canada as a PR, you can apply immediately for their citizenship.
