Theoretically yes. It's no different than parent sponsorship used to be before the freeze (although you only had to prove LICO for one year).

However CIC will often verify that you still meet LICO at some point later on in the process and this is where people get caught if circumstances have changed.

Does anyone know when the new forms will be available under new criteria for parents and grandparents sponsorship? I cant seem to find new form..

They won't be available until the program launches.

Yes, in the proposed regulation, which was released by the government in May 2013, they mentioned that after the initial 12 months of processing the visa officer may ask for last years income information to confirm that the sponsor is still eligible. And since we know that most of these applications will take anywhere from 24-36 months, the sponsors should be prepared to supply following years' CRA assessments.

Also if anyone is planning on submitting pay stubs instead of CRA documentation showing your income be prepared to get your application back as incomplete. The reason for this is that in the past the visa officers have been spending too much time verifying income, therefore slowing down the processing of files which created some of the backlog (some information provided int he past was fraudelent paystubs, letters from employer etc.) so they will ONLY accept CRA issued documentation to streamline the process.

As of Jan 02, 2014 the Parent Grandparent sponsorship sponsor category reopens. However amoungst other new criteria, one of the most important is the maximum of 5000 applications. This expected to full within days of opening.
Does anyone know if they have released the new application documentation and checklist?
How does one get the new application form already filled out so we can ensure we have ours submitted on 03 Jan 2014?

You have to wait until CIC makes the new forms available to download. Nobody knows the exact date this will happen except for CIC.

CIC might put it on day 1, so whoever has everything ready in hand will be able to send it asap
5K will be done in no time I assume

For people preparing... i would have all documentation ready to go like past 3 years copies of CRA Notice of Assessments, parents PR photographs, copies of birth certificates & passports, etc. Then once the application forms are released, can quickly fill in all the info and send the complete package.

Although I guess if parents are in another country, getting their signatures on the forms might be an issue. Perhaps can have then print out the forms in their home country, sign them, scan and email back.

so my husband wants to sponsor his mom . He just returned from his country and got his landed in June 2013, he was removed for refugee failure in Sept 2011. He obtained employment in August 2013. Does this mean he is not eligible to sponsor his mother , considering he does not have tax returns that reflect any type of income for the last 3 years. I am willing to cosign however i was on mat leave from Aug 25 2011-August 25-2012.

Can we sponsor his mom? My income is over 60K and we have two kids.

You could be co-sponsor and combine your incomes together. 2 spouses + 2 kids + 1 mom = family size of 5. Based on 2013 LICO+30% numbers, that would require a total combined income for you and your spouse, of $63,833.

In order to get in under the 5,000 application cutoff, you will need to send the application using incomes from 2010, 2011 and 2012, with all 3 years meeting the minimum. If any particular year you did not meet the LICO+30% amount for that year, then you do not qualify. It does not matter if on maternity leave or not, the rules are very strict.

Hold on, what about the forms at CIC:

Hi,

If someone's mother is already in Canada on supervisa and they want to apply for Parental PR (which is re-opening on Jan 2, 2014) would they apply to Ottawa or to the original local office in this case which is Islamabad.
