What is your status or planned status ? To be PR or temp worker given you have posted in family PR sponsorship section ?

They can't. Dependent children don't qualify for open work permits.

My father is high skill worker and not pr now. He had sponsor my mother and brother last year. But it was not possible to sponsor me because I was over 18. Now I have just turn to 21 and I am student at unversity Can he sponsor me as a dependent ? If I am qualify for study And open work permit

Still not clear. When you say he is a skilled worker, is he in Canada on a work permit or does he have permanent residency?

You don't qualify for an open work permit.

Your only option would be to come to Canada on a study permit and study in Canada full time. You can work up to 20 hours a week off campus while studying full time. You have to apply for the study permit on your own (not as a dependent of your father).
