Sponsors residing in Quebec do not need to complete IMM5481? Am I residing?

Hi, I want sponsor someone from Vietnam. I'm from Quebec and we want to live in Quebec. However I am currently residing in Vietnam, so I will need to fill out IMM5481 if I understand correctly. Is it right?

Again, checklist says If you are a Quebec resident proceed immediately to item 21. I said I was working but my employment is unreported so I doubt my boss will want to write a letter as a proof of employment. Heeelp, I'm supposed to send everything tomorrow.

Are you a Canadian Citizen or PR? if you are a PR you can not reside in Vietnam, a PR sponsor must reside in Canada. That being said, if you are a Canadian Citizen and not residing in Quebec then you should fill out the form. atleast thats how I would do it.
