If qualifying as a sponsor is easier than proving her work experience, degrees, and so on, then sponsor her.
If it's easier for her to qualify for FSW (high CRS scores, easy to prove work experience, settlement funds, etc), then she can do that.
If she goes through FSW, you don't need to sign the sponsorship undertaking.

Her score is 384 but she is gonna give IELTS again in June to improve her scoreYes, both processes will take roughly the same amount of time assuming you start right now. FSW may be slightly quicker if she's already taken her IELTS and had her degrees validated. If not, you're looking at 2-3 months before she can even enter the pool, then you wait for an ITA, then you gather documents, submit, etc.
It's going to be roughly the same unless she is already well into submitting an EE application.

If time is your consideration, both may be about the same amount of time. She may not qualify for EE/FSW without a much higher score.
