Sponsoring the parents with expired p r card

Whether the PR card is valid or not is irrelevant. He must be in compliance with the Residency Obligation to sponsor.
Actually he got a invitation to sponsor his parents in Feb 2019.but he still short few days to complete his ro.so question is, can he sponsor his parents while completing his ro while living in Canada
So his wife is working? Based on your previous posts it seems like the friend runs his business in India and travels there frequently.
No both husband nd wife working in Canada full time from last 16 months but befor that husband do buisness in India too.husband has a regular income from buisness in Canada from last five years but he spend lots of time in India due to some personal issue
As I already clearly stated, he must meet the RO to qualify as a sponsor.

This isn't specifically called out for parents. However if you apply to sponsor your parents without meeting RO, your parents' application will be refused and you can expect IRCC will move to revoke your PR status. This is a very well known rule for all family sponsorships (not just parent).
Again, nothing to do with the PR card validity. Sponsoring is a priviledge and those who fail to meet the ridiculously easy RO lose that priviledge.
In layman’s terms why would the Government allow someone to sponsor someone , when they themselves have not complied with the amount of days required to be in the country to maintain eligibility?
As far as I know, people are JUST getting invitation to sponsor parents TODAY! Since it's been more than a few days since Feb 2019, your friend must have MET his RO by now. So he's fine to sponsor. He needs to live in Canada to sponsor his parents. (Thus I am assuming that he has been living in Canada since he submitted his interest to sponsor back in Feb).
Yes he living in Canada since one nd a half year and near to complete ro.yesterday he talk a lawyer and he advised him that u can sponsor ur parents but u have to remain in Canada during whole process
And again, he does NOT qualify as a sponsor if he doesn't meet the RO. It is one of the most basic sponsorship requirements.
