Actually he got a invitation to sponsor his parents in Feb 2019.but he still short few days to complete his ro.so question is, can he sponsor his parents while completing his ro while living in CanadaWhether the PR card is valid or not is irrelevant. He must be in compliance with the Residency Obligation to sponsor.

As far as I know, people are JUST getting invitation to sponsor parents TODAY! Since it's been more than a few days since Feb 2019, your friend must have MET his RO by now. So he's fine to sponsor. He needs to live in Canada to sponsor his parents.
