Hello There,
I'm a PhD student in University of Alberta, I got 28 000$ per year as studentship, can I sponsor my spouse to enter Canada??

The following is stated on this website regarding things that need to be deducted when calculating the income for sponsorship:

"Payments from federal, provincial or municipal sources for employment training, or for any social or welfare benefits which are not of a fixed and continuing nature"

I believe studentship could fall into this category depending on how "fixed and continuing nature" are interpreted (after graduation, in which case they could stop may be interpreted as not continuing or fixed).
 
A scholarship is not welfare. A sponsor cannot be receiving welfare, true, but a scholarship is fine.
In addition, someone sponsoring a spouse does not need any minimum income at all. The sponsor does have to show that he or she will be able to support the applicant, but $28,000 will be considered adequate by the visa officer.

This is presuming that the original poster is a Canadian citizen or PR himself.
