Be careful with your proof. You have to proof that you have a real parent-child relationship with your nephew, or will have. So paying his school fees is good evidence. Anything that shows how close you two are is good, as is anything that shows you taking on parental responsibilities, such as paying for his needs, etc. Taking him in to live with you will not be seen as suspicious at all. However, saying things like it would be better for him to live in Canada will backfire. It has to be better for him to live in Canada because his legal parent is there.
So once you adopt him, you can sponsor him. If you adopt him before landing in Canada as a PR, you have to have him added to your application. If you adopt him after you become a PR, it should be OK to sponsor him once he is adopted.
