Hello, thanks ahead of time to anyone who can provide some advice or words of guidance!

I have sponsored my husband concurrently with his dependent daughter. She has decided not to come at that time. That was two years ago.

Do I need to start all new sponsorship application for myself and PR application for my step-daughter? Can it be done with her staying within Canada or does she have to be absolutely outside of Canada?

I understand all about the medical documents and her mother's notary's permission.

I can't really tell from the way you worded your post if your husband's app was completed and he is now a PR or if it's still processing. I'm going to assume that it's the former, as you say it was 2 years ago.

You cannot sponsor your step-daughter. Your husband will need to be the sponsor; you can be a co-signer. She is allowed to be in Canada while the app processes.
 
As mentioned above, only your husband can sponsor the daughter assuming his PR is complete. Has the husband listed his daughter as non-accompany in his PR application. It is very important that he did that. If he didn't list his daughter in the application, he would not be allowed to sponsor his daughter.

My step daughter is currently 15, my husband is PR, he has written his daughter into the application.

So, do we need a brand new application for her with my husband as a sponsor and myself as a co-sponsor/co-signer? And during this process she would be able to stay here and attend school?

Yes, it will be a brand new application and your husband will be the sponsor. As I said, she can be in Canada during the process.

As the child of a PR, she can attend school.
