Can i sponsor my sister if she’s over 18yr old and has two children but not married at all? Because i want to help her to come here and raise her children with her own.

If you meet all the following requirements:
1. Both of your parents had deceased
2. You don't have husband/wife and/or your own children
3. You don't have any relatives who is PR or Citizen in Canada

You forgot the part about the children's father(s) giving written permission or a court order allowing her to move them to Canada.
