Sponsoring my American spouse

CIC website is confusing. Here's my situation;
1) Me - Canadian citizen with US permanent residency.
2) Spouse - US citizen living in USA with me.
3) I am sponsoring spouse for permanent residency in CANADA.
All documents and forms filled out. DMP sent their med. info to Buffalo. CIC says I can send application to Buffalo.

(2) questions;

A) do we send application to Buffalo Office?
B) when paying fees online, do fees get sent to Missisauga?

Really frustrated with CIC website and CIC email inquiry responses. They usually answer the question by sending me back to the website.
Anyone in the same situation?

The CIC has a hotline that's quite helpful.
