I am PR holder and landed in Calgary in September this year. Can I sponsor my Cousin for immigrating to Canada (Family Sponsorship) ? Experts - please advise the requirements.
 
No - you can't.

If your cousin wishes to immigration he/she will have to qualify independently.
 
Like scylla said, no you can't. Under the Family class you can only sponsor: parents and grandparents, spouse - common law or conjugal partner, dependent or adopted children under 18.

There is an exception where you can sponsor another family member (like a cousin, a brother or an adult child) only if you don't have any family member from the above category (parents and grandparents, spouse - common law or conjugal partner, dependent or adopted children under 18) alive and are alone in Canada.
 
If you move to Saskatchewan, live there at least one year, you might be able to help your cousin to go there to live and work:
