Sponsoring a sister

I have a client from the Philipines working in Canada about to get PR status. Last year while he was working as a TFW his wife was murdered in the Philipines. He would now like to bring his sister over to help care for his children whom have been living with her since the murder.
Is there any chance of him getting her over here?

I am not sure of the exact age but I am sure she is an adult

Some provinces allow people to sponsor a sibling - Saskatchewan and Manitoba, and maybe some others.

Also Alberta. He can also try to hire her as a live-in caregiver but from what I've heard, close relatives are often denied, immigration may not believe that his sister is only coming temporarily and even if successful, it takes a long time to get it approved, especially in the Philippines because of POLO.
