Sponsoring a dependent child-Reg.

I and my wife are Permanent Residents of Canada since 7 June, 2016 but living in India & maintaining our PR status. Our younger child is less than 22 years (DOB 11.07.1995). Can we sponsor him now as Permanent Resident as per new Regulation changing dependent age from under 19 to under 22 years. Or we have to wait till Oct. 24, 2017, when the new rule would be implemented. what is the age lock-in date for dependent child . Can anybody advise what should we do now as our child will turn 22 on 11July, 2017.

IRCC will make the necessary changes to application processing systems, and will issue program delivery instructions to inform staff, including immigration officers, of the amended age limit. The public and stakeholders will be informed of these changes.

For applicants who submit a permanent resident application on or after October 24, 2017, the new definition of dependent child will apply. For applicants who submitted a permanent residence application on or after August 1, 2014, and before October 24, 2017, the current definition of dependent child will continue to apply.

I understand the Rule will come into force on 24 Oct. 2017. I just want to know the age lock-in date for dependent children. I have read somewhere that it is that when Principal applicant first submitted application for PR and included him in his application.When in-process applicants are being given option to include their dependent under 22 years , then why not Permanent Residents. I feel that I would be able to sponsor him . May be after Oct.24,2017 taking age lock-in date into account.
